EU/EEA citizens register their right of residence; non-EU/EEA citizens generally need a residence permit from Migri before or shortly after arrival.

Once you have a place to live, register it with the Digital and Population Data Services Agency (DVV) โ€” this is required for a personal identity code.

This code unlocks nearly everything else: banking, Kela benefits, and a tax card, so apply for it as early as possible.
